职位介绍：
1、Lead a team of designers, delegating tasks and monitoring progress of all deliverables and activities, and mentoring/training junior engineers；
2、Understanding of each Project’s requirements and carried-out resource planning, cost and allocate appropriate resource suitable to meet Project schedule；
3、Participate and contribute in Bid Proposal preparation and budget development；
4、Supports project proposals (tenders) from project development and pre-qualification to presentation with clients, incl、 project implementation offer, successful negotiation and contracting；
5、Manage and review discipline's organizational structure, resources and budgets to ensure that support for all current and possible future projects are fulfilled；
6、Review and approve department documents, design standards and procedures；
7、Assist, review and approve in the development of project specific procedures；
8、Ensures that working procedures and technical specifications are accordance with Contract, in-house and international Codes and practices；
9、Ensure Lessons Learnt in any Project is implemented as far as practicable into the company's standards, documentation, and future Project；
10、Co-ordinate and exchange design inputs with other disciplines (piping, civil/structure, E&I, etc、)；
11、Prepare equipment (pumps, blower, compressors, heat exchangers, vessels, etc、) datasheet, specification, ITP, etc、 and support equipment procurement；
12、Perform Technical Bid Evaluation for the equipment；
13、Carry out material inspection and equipment FAT at Vendor’s factory and review/approve Vendor’s documentation including material certificates；
14、Take care of appropriate project control and reporting towards the clients and also internally；
15、Take care of maintaining the actual status (schedule, performance, resources and costs)；
16、Closely monitor the compliance of all QC activities as per the approved procedures；
17、Assess & highlight the risks related to quality, identify & control of nonconforming materials, equipment, activities and take corrective action for the same；
18、Coordination with other concerned department for smooth running of work and liaise with subcontractor, owner and other external agencies/third party involved。

1、University degree (preferably Master Degree) in Mechanical/Chemical/Materials Engineering；
2、Knowledge of International Design Standards EN, API, ASME, ANSI, BS, DIN as well as Quality Control Standards and Procedures especially for Mechanical Works including Welding/NDT works、 Knowledge of local GB codes is preferable, knowledge about rotating equipment is preferable；
3、Ability to communicate and handle international package equipment Vendors；
4、Minimum 10 years professional experience in handling package equipment in Oil & Gas Industry；

6、Writing, reading and oral both in Chinese and English；

1、Prepare for the engineering Department Development Plan (DDP) and provide input to the company development plan from the prospective of the engineering department for TGE Shanghai, including resource planning, budgets & targets and arrange frequent reporting on the status from engineering department heads and ensure reporting to the management,Development of SHATGE engineering guidelines and procedures being integrated in TGE Corporate；
2、Organize and ensure the development and maintenance of guidelines, procedures, templates and systems for the engineering activities, organize and ensure that lessons learnt are incorporated. Organize that the compliance within the proposal and execution phase of projects is monitored. Developing of SHATGE engineering guidelines and procedures；

6、Work package allocation of external services；Arrange that that work packages for external service providers in case the project execution strategy or own resource situation requires such activity are defined and prepared. Arrange that the service fee is negotiated and stays in budget. Ensure that after outsourcing the control, guidance and review the work performance is arranged.Arrange long term corporation with local partners；
7、Networking；Maintain network within TGE Gas Engineering with own and other disciplines, the project teams and externally with 3rd parties.Develop relations to local organizations；
8、Ensure safe design and create HSE alignment from proposal phase up to including on site. Arrange that own employees are trained to ensure personal safety；
