职位介绍：
1、Ensure that the front-end development of projects is carried out as per CSPC project governance；
2、Support Project Development Lead (PDL) to ensure that high quality front end loading of projects (scope definition) is carried out；
3、Ensure Feasibility Study is carried out per CSPC project standard and governance；
4、Support project focal point and project engineer to deliver feasibility study report and +/-30% cost estimate at the Initiative Management (IM) decision gate in order to help IM Committee to make informed decisions whether to progress the opportunities；
5、responsible to deliver BDEP and +/-10% cost estimate at the AFC in order to help AFC Committee make informed decisions whether to progress the opportunities；
6、Support PDL to identify and manage risks (both technical and non-technical) associated with projects. Ensure that HAZID and HAZOP are carried out for opportunities before progressing to FID. Lead Hazard identification process；
7、Ensure Front end deliverables compliance with CSPC’s HSE standards and requirements and CSPC project standard and specifications (DEM1)；
8、Responsible to define scope of work, technical requirement and deliverables of project front end loading such FSR, BDEP tec；
9、Work with technologist and discipline engineers to define technical bid evaluation criteria. Coordinate technical bid clarification and evaluation for vendor proposal of FSR and BDEP. Assist FNCP for commercial bid evaluation；
10、Ensure quality of deliverables of project front loading. Ensure frond end loading deliverables are reviewed and accepted by CSPC technologist and discipline engineers；
11、Identify the necessary engineering reviews for quality insurance of projects such as PEFS review, HAZOP, IPF classification and 3D model review. Ensure identified necessary reviews are carried out before FID；
12、To work closely with MFT, Operations, Discipline Engineers, Maintenance and HSE in executing the front-end loading of the project。
任职要求：1、Strong Knowledge and experience of project management, project engineering for petrochemical plant especially frond end loading (identify, Assess, Select, Define)；
2、Educational background: University degree in engineering or project management；
3、Minimum 10 years of project engineering experience in design procurement, and construction；
4、Minimum 3 years of experience of working or leading in project development (frond end loading) of projects at petrochemical plants or refineries is essential；
5、Project experience to include project development and permitting, Conceptual and detailed design, Project engineering management, scope definition and preparation, Scheduling, Cost estimation, Procurement and contracts；
6、Familiar with Chinese standards in engineering and design；
7、Knowledge and understanding of design and construction practices at a manufacturing plant；
8、Familiarity with operations / maintenance practices；
9、Strong responsibility, good teamwork spirit, and ability to meet demanding schedules；
10、Language proficiency: Able to communicate in English and Mandarin, verbally as well as in writing. English level CET>4 or equivalent。
